Abstract:
Local governance is part of the government of a country which deals mainly with problems or 
issues related to a given population within a given territory. Peace building refers to as a process 
of strengthening a society’s capacity to manage conflict in non-violent ways. This study has 
employed a qualitative research approach and case study research design. Primary data were 
collected through qualitative data collection techniques such as key informant interview and focus 
group discussion while secondary data were collected through document analysis. A total number 
of 20 informants participated in the study. Discourse and textual data analysis method was used. 
Results of the study revealed that local government have major role in peace building and no 
peace without proper governance. In addition, accountability in local government is an assurance 
that an individual or organization is evaluated on its performance or behavior related to 
something for which it is responsible, Furthermore, political will to maintain peace in Garowe
play a major role in management accountability, Role of women, Role of youth and Accountability.
The study concludes that local authority and control systems in the village or at the stage do not 
always show a strong interest in national peace strategies, but instead they primarily uphold local 
aspirations for greatness, and the governmental preparations on which they rule are random and 
a combination of two things. Finally, to increase and improve peace-building role of the local 
government, this study recommends the following points: Everyone who is involved in 
peacebuilding should be held properly accountable, Locality governance authorities have to have 
more grounded political will to lock in all shapes of partners, to create arrangements of nearby 
government's responsibility, to guarantee gender adjust, social differences thought and financial 
adjusting and so on.
