Abstract:
The main purpose of this study was to asses current practice instructional materials distribution and utilization in government secondary schools of East Hararghe Zone. The study employed a descriptive survey research design. To meet already stated objective descriptive survey design is used to carry out this study. This is because the design helps to obtain firsthand information from multiple sources. Accordingly, the study was carried out on all five secondary schools of Bedeno and Gola Oda woredas. In this study, both primary and secondary data sources were employed. Respondents were selected by using a combination of simple random and available sampling techniques, 56 teachers, 5 school principals, 8 vice principals, 106 classroom representative students, 5 school pedagogical center (SPC) coordinators, 8 library and laboratories technicians and 2 WEO material distributor experts were used as the subjects of the study to obtain the necessary data. Accordingly the study involved all 190 respondents. Questionnaire, interview, observation and document analysis were the instruments used for data collection. The data collected through the questionnaire were quantitatively analyzed using frequencies, percentages, mean and standard deviation. The information obtained through open-ended questionnaires, observation, document review and the interviews were qualitatively analyzed to supplement the quantitative data. The finding revealed that: poor coordination skill of school leaders on controlling poor participation practices of stake holder in implementation system with accountability and responsibility infective, lack of training man power for warehouse personnel as a result there was lack of awareness, lack sufficient budget allocation of secondary schools, problem of the given attention from top leader, limited available of instructional materials and lack good planning activities in the area on distribution and utilization instructional materials secondary schools were series problems. Accordingly, conclusion drawn is that the role played teaching staff and non-teaching staff in practices of distribution and utilization instructional materials in secondary schools under study was low. Based on these conclusion, it is recommended that integrate continuous coordination school leaders skills on follow up implementation system with teacher and non-teaching staff participation, capacitating professionals through training man power assist users in putting these materials in to effective usage. To develop positive attitude towards the distribution and utilization of instructional materials, school leaders should work closely with community and stakeholders to improve facilities secondary schools of East Hararghe Zone.
